Meet the New Motor Vehicle Board Members
Bismarck Obando — Public Member
Bismarck Obando, was appointed by Governor Arnold Schwarzenegger in January 2011 and was reappointed by Governor Edmund G, Brown Jr. on April 22, 2014. Mr. Obando is the Chair of the Administration Committee.
Mr. Obando is currently the Director of Public Affairs for the League of California Cities where he oversees the League’s Grassroots and its outreach programs. Prior to working for the League, Mr. Obando served as a Senior Staff member and Director of External Affairs for Governor Arnold Schwarzenegger from 2007–2011. He also served as Deputy Appointments Secretary in the Office of Governor Schwarzenegger in 2007. Prior to that appointment, Mr. Obando was a Deputy Coalitions Director for Californians for Schwarzenegger 2006, where he was responsible for managing the Latino, environmental, agriculture and infrastructure coalitions. From 2004 to 2006, he served as a legislative analyst for the Governor’s Office of Planning and Research. In this position, Mr. Obando analyzed and made recommendations on legislation that impacted cities and counties in the primary issue areas of housing and transportation.
Prior to joining the Administration, he was a project manager for the Local Government Commission from 1996 to 2004, a nonpartisan membership organization established to provide technical assistance to local government officials on issues relating to land use, transportation, community design and community participation. Mr. Obando’s term will expire in January 2018.
Ryan L. Brooks — Public Member
Ryan L. Brooks, was appointed by Senator Don Perata of the Senate Rules Committee in April 2006. He was reappointed by the Senate Rules Committee in February 2010 and again in November 2013. Mr. Brooks is a member of the Board Development Committee.
Mr. Brooks in the Senior Vice President of Government Affairs for Outfront Media, a leading global media company. In addition to his work at Outfront Media, Mr. Brooks serves as an appointee to the Industry Trade Advisory Committee on Services and Financial Industries and is also a member of the California Board of Pharmacy.
Prior to these posts, Mr. Brooks was appointed to and served on the Little Hoover Commission from 2007–2010. He was also appointed and served as a San Francisco Public Utilities Commissioner from 2003–2007, serving as Commission President at the end of his term. From 1998–2002, Mr. Brooks served as the Director of Administrative Services for the City and County of San Francisco under Mayor Willie L. Brown.
Mr. Brooks is a member of the California International Relations Foundation, which provides assistance to the California State Senate in furthering the exchange of economic, educational and cultural information between government leaders and other citizens of foreign countries. A member of the group since 2003, Mr. Brooks has traveled with Senate Delegations to Russia, France, Argentina, Brazil, China, Vietnam, Switzerland, Germany and South Africa. Mr. Brooks received a Bachelor of Arts degree in Industrial and Organizational Psychology from San Diego State University and holds Federal security clearance at the "Secret" level.
His term will expire in January 2018.
Ramon Alvarez C. — President, Dealer Member
Ramon Alvarez C., was appointed by Governor Arnold Schwarzenegger in March 2007, and reappointed by Governor Arnold Schwarzenegger in November 2010. Governor Edmund G. Brown reappointed Mr. Alvarez on April 22, 2014. Mr. Alvarez is Vice President of the Board, is a member of the Executive Committee and a member of the Government and Industry Affairs Committee.
Mr. Alvarez is a member of the board of directors of the California Chamber of Commerce and has served on the boards of the Greater Riverside Chamber of Commerce, Riverside Hispanic Chamber of Commerce (past president), Inland Empire Economic Partnership, Riverside Community Hospital, YMCA, March of Dimes and Professional Golfers Association (PGA) Advisory Committee. Mr. Alvarez is a commissioner for the Access to Justice Commission in California, and was executive director of the local chapter of the Boy Scouts of America. He has also been a member of the Riverside Community College Foundation and the Raincross Club.
Mr. Alvarez has been recognized for his professional and community service, including the Riverside Hispanic Business of the Year (1996), Greater Riverside Chamber of Commerce Business of the Year (1996), Ford Motor Company Society of Leasing Professional Dealer Award (1996) and Ernst & Young Outstanding Entrepreneur (1999). His term will expire in January 2018.
David Lizárraga — Public Member
David C. Lizárraga, was appointed by Speaker of the California State Assembly, Herb J. Wesson, Jr. in January 2003. He was reappointed in March 2008, by Speaker of the California State Assembly, Fabian Nunez and reappointed by Speaker John A Perez in January 2012. In February 2016 he was appointed by Speaker Toni G. Atkins. Mr. Lizárraga is the Chair of the Board Development committee.
Mr. Lizárraga is internationally recognized as one of the country's top Hispanic leaders. He is sought after as a resource for his guidance on issues involving the Hispanic community, business and civic affairs, inner–city lending and real estate development. For the past 28 years, he has overseen the growth and expansion of The East Los Angeles Community Union (TELACU).
A non–profit community development corporation founded in 1968, TELACU is self–sustained by TELACU industries, a for–profit family of companies that provides the economic means to fulfill TELACU's mission. Through its businesses, services and partnership, TELACU creates dynamic opportunities to rebuild and enhance the communities it serves. His term will expire in January 2019.
Glenn Stevens — Public Member
Glenn E. Stevens, was appointed by Governor Gray Davis in March 2000, and reappointed in May 2003. He was reappointed by Governor Arnold Schwarzenegger in January 2008, and again by Governor Jerry Brown in September 2013. Mr. Stevens has been reappointed by Governor Jerry Brown on March 5, 2015. Mr. Stevens is the Chair of the Government and Industry Affairs Committee.
Mr. Stevens was formerly a Deputy District Attorney in the County of Los Angeles, where he served with distinction from 1979 through 1986, handling complex litigation, including street gang shootings. Mr. Stevens currently operates the Law Offices of Glenn E. Stevens, specializing in real estate, construction, and real estate title matters. He is Vice President and of counsel to Nelson Shelton & Associates, a real estate brokerage in Beverly Hills.
Mr. Stevens is a member of the Los Angeles County Bar Association, the Beverly Hills Bar Association, the Beverly Hills Board of Realtors, and the National Board of Realtors. He has taught real estate classes to brokers and agents, and writes periodic updates on the changing laws in the real estate profession as they pertain to real estate brokers. While a prosecutor, he authored several Search and Seizure Law Updates and wrote An Overview of the Statute of Limitations – A Working Guide to the Statute of Limitations in Sexual Abuse Cases. Mr. Stevens earned his Juris Doctorate degree from the Southwestern University School of Law in Los Angeles and holds a Bachelor of Science degree in Entomology from the University of California, Davis. His term expires on January 15, 2019.
Victoria Rusnak — Dealer Member
Victoria Rusnak, was appointed by Governor Arnold Schwarzenegger in March 2009, and by Governor Jerry Brown in October 2013. Ms. Rusnak has been reappointed to by Governor Jerry Brown on March 5, 2015. Ms. Rusnak is the chair of the Fiscal Committee.
Born and raised in Pasadena, California, she received her BS in Business Administration from the University of Southern California. After receiving her Juris Doctorate from Gonzaga University School of Law, she pursued a Masters in Environmental Law from the George Washington University School of Law. When entering into the automotive space in 2006, Ms. Rusnak successfully completed the National Automobile Dealers Association Dealer Academy and continues to work closely with many of the industry’s top leader’s to promote a professional and ethical operation.
Earlier in her career, Ms. Rusnak worked in the political and non–profit sector for organizations such as the Sierra Club Legal Defense Fund and Washington Ceasefire, Ms. Rusnak founded a private law and escrow practice in Seattle where she focused mainly on corporate and real estate issues. Ms. Rusnak is a member of the State Bar of California, the Washington State Bar Association and the Bar of the District of Columbia Court of Appeals. Ms. Rusnak’s term will expire in January 2019.
Kathryn Doi — Vice President, Public Memeber
Kathryn Ellen Doi was appointed by Governor Jerry Brown in September 2013, and reappointed in March 2017. Ms. Doi is the Vice President of the Board, a member of the Policy and Procedure Committee and a member of the Executive Committee.
Ms. Doi is a partner in the Sacramento office of the business law firm Hanson Bridgett LLP, where she represents healthcare providers in reimbursement matters involving the California Department of Health Care Services or private commercial payors, including administrative appeals, arbitrations, and litigation in the state and federal courts. Kathryn is an AV® Peer Review Rated lawyer, the highest rating given by Martindale–Hubbell for legal ability and ethical standards. She was named a Northern California Super Lawyer in 2004 and 2011–2015.
Ms. Doi previously served the State of California as a Senior Deputy Legal Affairs Secretary in the Office of the Governor under Governor Gray Davis. She also served as Counsel to the Secretary of the Technology, Trade and Commerce Agency under the Davis Administration, ensuring agency compliance with state and federal laws and overseeing agency rulemaking. Prior to joining the Davis Administration, Ms. Doi served as Staff Counsel to the Commission on Judicial Performance where she investigated and evaluated alleged ethics violations by California state court judges. Prior to her government service, Ms. Doi worked in private practice and clerked for a federal judge.
Ms. Doi received a B.A. in Economics from Stanford University and her J.D. from the University of California, Davis. Ms. Doi’s term will expire in January 2021.
Rahim Hassanally — Dealer Member
Rahim Hassanally, was appointed by Governor Jerry Brown in September 2013, and reappointed in March 2017. Mr. Hassanally is the owner of Momentum Auto Group. He is secretary for the Toyota Lexus Minority Dealers Association Board of Directors and a member of the National Automotive Dealers Association and the National Association of Minority Automobile Dealers Board of Directors. Mr. Hassanally is a member of the Administration Committee and Chair of the Policy and Procedure Committee. Mr. Hassanally is also a Board Member of AIADA.
At age 16 Mr. Hassanally began selling cars at Colonial Chrysler–Dodge–Jeep in Dallas under his high school work–study program. After 60 days he was selling 25 to 30 vehicles a month. By the time he was 24, he had worked at three local dealerships, rising to general sales manager and earning a bachelor’s degree in political science at Southern Methodist University in Dallas. In 2006, at age 28, he bought his first dealership, which houses Infiniti of Fairfield and Volvo of Fairfield, in Fairfield, California. He now operates 16 franchises, which employ more than 500 people and generated $500 million in revenues in 2015. His term expires in January 2021.
Anthony A. Batarse Jr. — Dealer Member
Anthony A. Batarse Jr., was appointed to the Board in September 2013, by Governor Jerry Brown. Mr. Batarse has been reappointed to by Governor Jerry Brown on March 5, 2015. Mr. Batarse is a member of the Fiscal Committee.
Mr. Batarse has been CEO at Lloyd A. Wise Companies in Oakland since 1972. He is a member of the Oakland Metropolitan Chamber of Commerce, San Leandro Chamber of Commerce, Commissioner/President of the Port of Oakland 2003–2009, SF State University Business Advisory Board Member 1998–2003, Youth Opportunity Foundation (Board Member) 2002–2013, Oakland Unified School District–Budget Advisory Board Member 2004–2010, City of Oakland Planning Commissioner 1997–2001 and Alameda County Educational Board–Treasurer 2006–2012 He attended Liceo Salvadoreno, College of San Mateo and the Harvard Graduate School of Business, and holds degrees in Science & Letters and Business Management. His term expires in January 2019
